Is it necessary to send a 1099 form to individuals who received payment for an award? Also, is it necessary to send a 1099 form to an individual who receives payment for the rental of his property?

Yes and yes. In the case of the award, if it is (or has a fair market value of) $600 or more, then yes, report in either box 3 (if payee performed no services for you) or box 7 (if the award involved the payee performing services for you, e.g., top sales prize).

For rent paid totaling $600 or more, report in box 1.

See the IRS Instructions for form 1099-MISC, page 1.
