It is very easy for a fraudster to send in an address change request and receive payments. There is no question whether address changes should be revalidated, only how? It can be as simple as a phone call or letter to the “old” phone number or address.  Generally any requested change to a vendor record should go through the same kind of validation as if it were a new vendor. You need to make sure that the information secured is accurate.
