On a W-9, the vendor filled out his name, the business name, and checked the boxea for Individual/Sole Proprietor and Limited Liability company. Which TIN should we use, the SSN or the EIN?

Either TIN should match the individual’s name—often a sole proprietor will have an EIN in order to protect the SSN, though if he gave you both, perhaps that is not his reasoning. He might have an EIN and doesn't really know which one he's supposed to provide you.

Given security of a personal SSN as a consideration, you may want to use the EIN rather than the SSN. But you may use either.
