Do you have any benchmarks on how much to spend on flowers for employee goodwill (typically sympathy arrangements)? We use a $100 guideline.

We do not have a specific benchmark. Flowers given in sympathy to an employee are an acceptable de minimis benefit, and your guideline of $100 for flowers is reasonable. Flowers given infrequently to employees, such as in the case of bereavement, do not incur a tax liability to the employee, and a reasonable market value for such incidental flowers is acceptable.

See De Minimis Fringe Benefits on the IRS site. (The suggested $100 limit referred to has to with awards/prizes.)

You might wish to post your question to TAPN’s Forum to inquire of other members what kind of limit they have for flowers.
