Government contractors do not have to use the federal per diem rates for hotels and meal expenses. Per the information on the General Service Administration’s website, per diem rates only apply to full-time federal employees on business-related travel. Contractors generally negotiate a per diem rate or other expense reimbursement plan with the contracting government officer. So check your contract to see what is specified. There is no rule requiring the federal employee rate to apply to contractors.
