I work for a publishing company and we have a lot of freelance writers who do work for the company. These vendors get a 1099 at year-end. A particular writer would like his payment to be made to a charity on his behalf. Would that be acceptable?

If the contractor is performing services for your organization and not the charity, then you should pay the contractor. If the contractor wants to make a donation to the charity, he should do it through his own books and records.
